Hawaii National Guard Hosts Hazmat Response Exercise in Kauai.

The Hawaii National Guard's 93rd Weapons of Mass Destruction - Civil Support Team recently held a threat/response exercise on the Island of Kauai with support from the 94th WMD-CST from Guam, 103rd WMD CST from Alaska, 85th WMD-CST from Utah, Kauai Emergency Management Agency, Kauai first responders, Pacific Missile Range Facility, and other governmental and nongovernmental agencies exercise joint interagency operations under the Incident Command System.

“We are here to support the first responders of Kauai County in the event of a catastrophic event so we are here to train and support first responders “
The exercise was kicked off with a subject matter exchange between the Kauai Fire Department and members of the Hawaii National Guard’s 93rd CST.

“The most important thing is trust. Building that relationship with our county Firemen and Policemen builds that trust amounts the inter agencies. That way we could thoroughly execute any type of mission or response at any time.”
The next phase of the Kauai county exercise was scenario based where first responders would asses a site then request support from the CST if needed. The goal of this kind of engagement is to foster working relationships with the first responders that the CST units might be called in to assist.

“As far as why we work with the different agencies is basically because we support the civil authorities. So we would never be the first responders. We come in when ever the fire department, police department or any hazmat becomes overwhelmed and they call the CST’s to come in. So is is important that we get to know Homeland Security, the Fire Department, the Police Department and, any hazmat because those are the people that we work with in the event of some kind of disaster”
The out of state CST units where brought in to further the familiarization of their capabilities.

An exercise like this is an important opportunity for CST’s to get together, because we also need to work together. Each state and territory is a little different in our normal requirements but, like we have seen in the past with incidents like Katrina when CSTs get together we need to be able to interoperate together smoothly. Exercises like this allow us to get together with our own region and work collectively together and, also cross-pollinate. Utah is here we get to se their TTP’s is is a great sharing opportunity for all of us to get together.
